WHO Technical Manual on Tobacco Tax Policy and Administration
Abstract
This publication supports governments to achieve their health, revenue and equity objectives with practical guidance on the policy, administration and political economy of tobacco taxation. Tobacco taxation is the single most effective tool for preventing the use of a product that remains the leading cause of preventable death globally and still claims 8 million lives annually. Juliette made a particular contribution to the analysis and rebuttal of the tobacco industry's arguments and tactics — including their legal stratagems — designed to undermine, delay and defeat tobacco tax reform. She led the development of the court and legal challenges section and contributed to the sections analysing and rebutting tobacco industry arguments on revenue reduction, employment impact and earmarking.
